Change to FINMA Executive Board

Johanna Preisig is to become a member of the Executive Board of the Swiss Financial Market Supervisory Authority FINMA and Head of the Strategic Services division. Its current Head, Rupert Schaefer, will take over the Recovery and Resolution division from David Wyss, who is leaving FINMA at his own request. All changes will take effect on 1 July 2020.

FINMA’s Board of Directors has appointed Johanna Preisig as a member of the Executive Board. Johanna Preisig will lead the Strategic Services division from 1 July 2020. The current Head of this division, Rupert Schaefer, will take over the Recovery and Resolution division starting from that date and will remain a member of the Executive Board.

David Wyss, Head of the Recovery and Resolution division, will leave FINMA at the end of June 2020 at his own request to pursue new opportunities elsewhere. He holds a doctorate in law and joined FINMA in April 2011 as a member of the Executive Board and Head of the newly created Enforcement division, before he took over the leadership of the new Recovery and Resolution division in 2016. He previously worked for the Swiss Federal Banking Commission’s legal service from 1998 onwards.

Johanna Preisig (1976) joined FINMA in 2014 as a lawyer specialising in the solvency and liquidity of banks. In 2016 she took on a managerial role within the Recovery and Resolution division and focused particularly on the recovery and resolution plans of systemically important banks. She previously worked as a lawyer for Zürcher Kantonalbank in the legal, tax and compliance department.

Rupert Schaefer (1980) studied law and has been a member of the FINMA Executive Board since 2015. Rupert Schaefer joined FINMA in 2010, where he led the International Affairs team from 2013 onwards. He previously worked in academia.

FINMA Chief Executive Officer Mark Branson says of the changes in the FINMA Executive Board: “I would like to thank David Wyss for his longstanding commitment to FINMA and his exceptional achievements. He has established the Enforcement and the Recovery and Resolution divisions as efficient and high-performing units with an excellent reputation both nationally and internationally. In recent years he has made significant progress with his team regarding the recovery and resolution planning for systemically important banks. At the same time I am delighted that two highly talented managers are able to assume new roles in our Executive Board.”

The FINMA Executive Board will be constituted as follows with effect from 1 July 2020:

  • Mark Branson, Chief Executive Officer
  • Birgit Rutishauser, Deputy CEO and Head of Insurance division
  • Jan Blöchliger, Head of Banks division
  • Léonard Bôle, Head of Markets division
  • Patric Eymann, Head of Enforcement division
