FOPI News no. 10 of 22 March 2007 – New Heads of Supervision Development and of International Affairs in the Federal Office of Private Insurance FOPI
The Federal Office of Private Insurance FOPI has filled two new important executive posts: Kurt Schneiter, Head of International Affairs, will retire at the end of April and will be replaced by Michael Mayer from the State Secretariat for Economic Affairs (SECO). On 1 April 2007 René Schnieper, who was the Head of Reinsurance up to now, will replace Philipp Leonard Keller who, as Head of Supervision Development, was closely involved in the development of the Swiss Solvency Test (SST).
In Kurt Schneiter, FOPI is losing someone with over thirty years of experience in insurance supervision: In 1975 the attorney at law joined the then Federal Insurance Office and held various executive positions, amongst which was the Head of Legal Services and lastly Head of the Division for International Affairs. Mr. Schneiter gained considerable recognition as a member of numerous Swiss bodies and foreign institutions, for example as Chairman of the Insurance and Private Pensions Committee of the OECD. He was also closely involved in the complete revision of the Insurance Supervision Law which came into force in 2006.
As of 1 May 2005, Mr. Schneiter’s successor will be Michael Mayer, lic. rer. publ. HSG who has also completed postgraduate training in international relations. Since 2003 Mr. Mayer has been working in the State Secretariat for Economic Affairs (SECO) as Head of the Section for Export and Investment Promotion. In this position he also managed the federal programme "LOCATION Switzerland".
The mathematician Philipp Leonard Keller who holds a doctorate, joined FOPI in 2003 at a period which was very difficult not just for the insurance sector but for the agency itself as well. He was instrumental in shaping the shift initiated at that time to a risk-based supervision philosophy and made a great contribution in particular to the development and implementation of the Swiss Solvency Test (SST).
Mr. Keller who is returning to the private sector, is handing over control of the super-vision development division he built up as of 1 April 2007 to the mathematician René Schnieper, who also holds a doctorate. For two years Mr. Schnieper has been in charge of reinsurance supervision in FOPI. In this position he has already been extensively involved in the implementation of the SST, thereby ensuring the technical continuity of the further implementation of the SST. Before Mr. Schnieper joined FOPI, he was employed in various executive posts in insurance companies and has considerable experience, in particular in the area of risk management.
